PUBLIC-PRIVATE PARTNERSHIP AS A VEHICLE OF INVESTMENT IN NIGERIA.

The Recent entrance of Mediterranean Consulting Company {MCC} S.A of Switzerland to acquire up to $20 Billion 25 years notes in form of certificate of deposit {CD’S},bond or medium term notes {MTN} in the infrastructural financing market in Nigeria through public-private partnership is a testimony of the size and economic viability of the infrastructural supply market in Nigeria .

Public-private sector partnership (PPP) is a strategic partnership between government and the private sector that leverages on the strength of both parties in the provision of socio-economic infrastructure for the benefit of all. In this relationship, government is expected to create the right investment climate for the private sector to succeed while the private sectors (investors) are expected to bring to bear their expertise, fund and resource.

With government limited resources and lack of managerial skills, public-private sector partnership presents the best option for government in the provision of infrastructure for her citizen at the best cost obtainable.

Similar relationship exist in the United States of America, Canada and Europe where the government have tapped into the resources of the private sector in the development of their infrastructure and it is on these basis that government especially at the federal and state levels in Nigeria seeks for interested private sector companies or individuals local and international to partner in the provision of infrastructure.

Infrastructural provision is key to the economic development of any nation and if the vision 20:2020 of being amongst the top 20 economies in the world by 2020 is to be achieved, Nigeria most create the right investment climate for private investment to thrive because research as shown that government would not be able to provide the infrastructural needs of the country in a reasonable amount of time.

Nigeria has one of the fastest growing economies in the African continent. The country is located 50 degrees north of the equator covering an area of 923,968 square kilometers. It has boundaries with the following countries/locations: North –Republic of Niger, South –Atlantic Ocean, East-Republic of Cameroon, and west-Republic of Benin.

MINING OPPORTUNITIES IN NIGERIA; BENTONITE MINING IN NIGERIA.

The Nigeria nation is blessed with abundant mineral resources; fossil fuels and solid minerals. The most popular being the fossil fuels since these constitute the nation’s greatest foreign exchange earner. They have, therefore, tended to overshadow the solid mineral sector of mining industry.

The mining industry in Nigeria is regulated by the The Nigerian Minerals and Mining Act of 2007,National Minerals and Metals Policy 2008 and Nigerian Minerals and Mining Regulations 2011.

About 34 minerals deposits have been identified in Nigeria and one of such is Bentonite.

Bentonite belongs to the group of clays whose technical properties are controlled by the proportion of montmorillonite, a sub-group within the smectitic clays. It is clay derived from deposits of weathered volcanic ash.

Bentonites are hydrated aluminosilicates, which composed predominantly of the clay mineral montmorillonite. They are composed of a 3-tier structure with alumina sheets’ sandwiched between tetrahedral silica units.

There are three principal types of bentonite namely:

(i) Natural sodium bentonite or sodium montmorillonite;

(ii) Natural calcium bentonite or calcium montmorillonite; and

(iii) Sodium activated bentonites or sodium activated montmorillonites

Natural sodium bentonite as the name suggests, occurs with sodium as the predominant exchange cation. They are characterized by high swelling, high liquid limit and high thermal durability. It is usually used for oil and gas drilling mud.

The vast majority of the montmorillonites occurring in abundance worldwide is of the calcium type and is referred to as calcium bentonite. Much lower swelling and liquid limit values compared to natural sodium bentonite, characterize them.

Calcium bentonite is used as a bleaching agent in cooking oil industries, bleaching agent in lubricant oil recycling, as a catalyst, absorber, filler, etc.

Benitonite has a wide range of industrial uses.

– It is used as foundry sand bond in iron and steel foundries and in iron ore pelletizing in metallurgy; this is probably the largest use for bentonite;

– As insulators in civil engineering;

– As an efficient materials for drilling mud (because the gel-like suspension it forms in water)

– As bleaching clay in oil refining; clarifying and decolourising;

– Filtering agent for clarifying wine, beer and treating waste water;

– Ingredient in cosmetics, animal feeds and pharmaceutical;

– Colloidal fillers for paints, and decolourising agent in food industries;

– As soil conditioner, carrier for insecticides/pesticides, coating for seeds and mineral additive in agriculture.

The availability of bentonite in Nigeria and the wide range of industrial application enhance the attractiveness of the bentonite processing ventures.

The present level of consumption is about 200,000 MT (for oil well drilling only); much of this is sourced from the foreign market.

Bentonite Deposits in Nigeria

Marine shale units that are highly enriched in montmorillonite are found in Nigerian sedimentary basins. Notable among these are the Awgu shale in Eastern Nigerian, the Imo shale that forms a belt across Southern Nigeria, the Fika shale in the North-eastern parts, and the Dukamaje and Kalambaina formations in the North West. Many of sections of these formations are said to possess mineralogical compositions of more than 80% montmorillonite.

Most of the shale are enriched in Calcium and mixed Montmorillonite, but sections abound that are enriched in sodium. Most of the occurrences are Cretaceous or Recent in age.

Bentonite clays also exist in the North-east quadrant of Nigeria (Borno, Yobe, Taraba and Adamawa) where a probable reserve of more than 700 million tones

has been indicated. Similarly, over 90 million tones have been reportedly found in Afuze, Ekpoma-Igunebon road, Ovibiokhuan and Okpebho areas of Edo State.

Some occurrences have also been reported in Abia, Ebonyi and Anambra States.

Obtaining Mining Lease in Nigeria

There are two options available to a company or an individual to enter into the mining industry in Nigeria.

Through the acquisition of an existing mining property from the original owner. Approval must be obtained from the Ministry of Solid Minerals Development for such a purchase.

By obtaining on application, either a Prospecting Right (PR), an Exclusive Prospecting Licence (EPL), or a Special Exclusive Prospecting Licence (SEPL), the application should state financial and technical capability qualifying the applicant for entry into the mining sector.

Incentives / Government Policy on Mining in Nigeria

In order to encourage investment in the solid minerals industry in Nigeria, Government is the offering the following incentives

1. 3-5 years Tax Holiday

2. Deferred royalty payments

3. Possible capitalisation of expenditure on exploration and surveys

4. Extension of infrastructure such as roads and electricity to mining sites, and provision of 100% foreign ownership of mining concerns.

The percentage of royalty charged in the mining industry in Nigeria range between 3%- 5%.

TERRAZO FLOOR TILES { PRE-CAST } PRODUCTION IN NIGERIA, HOW VIABLE?

Although it has been around for centuries, one truly fashionable and innovative flooring system that has never lost its splendor is terrazzo floor tile. Terrazzo can be found in ancient Greece, as it was used in Italy using lime mortar and broken tiles. Although it reached its peak in Venice and became known as Venetian terrazzo, and has since spread through Europe and around the world, becoming a truly stunning and functional flooring system.

Ceramic vitreous floor tiles, granite and marble stone tiles, red clay flooring tiles are some of the substitute material used in place of terrazzo floor tiles.

In Nigeria, the demand for terrazzo floor tiles is estimated to be around 18 % of the total requirement of flooring tiles. Taking the above factor into consideration the demand is expected to increase at the rate of 5% every year during the current plan period. Hence there is a good scope for setting up of new units for the manufacture of terrazzo tiles.

Terrazzo is a composite material, poured in place or precast, which is used for floor and wall treatments. It consists of marble, quartz, granite, glass, or other suitable chips, sprinkled or unsprinkled, and poured with a binder that is cementitious, chemical, or a combination of both. Terrazzo is cured and then ground and polished to a smooth surface or otherwise finished to produce a uniformly textured surface.

Though the most preferred shapes are rectangular and square, ‘hexagonal and octagonal shapes are also being produced. The finish may be glossy, semi -glossy, matt, luster and of many other types.

When color gravel is used and after the bricks is pressed with the making machine, we need to use polishing machine to make a smooth surface for the tile, and the tile surface will show different color stones, it’s called Terrazzo floor tile.

However when use pigment is used and after the bricks is pressed with the making machine, it doesn’t need polishing machine, the finished goods will be with Uniform color, and it can be made for red, yellow or blue color, it’s called color floor tile.

Arguably one of the best investment vehicle in the world is real estate development owning to a number of factors which includes the fact that shelter {housing} is one of the basic need of man, fixed supply of land and the ever increasing value of properties with time.

Nigeria with her current population estimated at over 165 million people growing at a rate of 3.5% per annum has a short fall in the supply of housing units that has been estimated to be between 16 – 17 million.

With an economic growth rate of 5.7% per annum in the past five {5} years, Nigeria has a large, growing and sustainable market for terrazzo floor tiles.
Socio-economic changes in society, improved standards of living, renovation of old buildings and all-round development in the country, have increased building construction activity and the demand of terrazzo floor tiles.

Ceramic vitreous floor tiles, granite and marble stone tiles, red clay flooring tiles are some of the substitute material used in place of terrazzo floor tiles.
